		<description><![CDATA[Discover Bioeconomy Opportunities in Borneo &#8211; Land of Mega Biodiversity The global market for biotechnology is expected to reach US$ 321 billion by 2015. The Organisation for Economic Cooperation and Development (OECD) has estimated that by 2030 the global bioeconomy will contribute an average of 2.7% of the world GDP. In view of this, many countries in the world have launched bioeconomy initiative plans or roadmaps such as China (2007), Australia (2008), Canada (2009), US (2012), Finland (2012) and Russia (2012). The Bioeconomy Transformation Programme (BTP) Initiative in Malaysia was launched during the Biotechnology Implementation Council Meeting chaired by the Prime Minister on 30th October 2012. This initiative is seen as providing a broader scope to the biotechnology agenda as it involves all economic activities spawned from biotechnology industry. The evolution of the biotechnology industry and its applications to agriculture, health, chemical or energy sectors are classic examples of bioeconomic activities. This development also has further ramifications to other sectors, such as the venture capital industries in financial services and intellectual property protection in legal services. Malaysia is blessed with an abundance of biodiversity and natural resources and is well poised to maximise the economic multiplier effects that come from developing its biotechnology industry as one of the major economic components through the BTP, which is one of the implementation strategies under the Economic Transformation Programme (ETP). Sabah is located in the northern tip of the Island of Borneo, the third largest island in the world. The Borneo Island borders the Coral Triangle which is renowned globally as harbouring one of the riches marine diversity, especially coral life and fisheries. The Borneo rainforest has not been affected by the Ice Age, and therefore retains its mega biodiversity heritage. The indigenous communities of Borneo have been drawing resources from the rich rainforest for their daily needs including for food and medicine, and therefore offers useful lead to scientific research. The application of biotechnology processes to the genetic resources in Borneo offers tremendous potential to the wealth creation processes in Sabah. It can also drive new sources of growth, and serves as a springboard for Malaysia to be a global biotechnology hub. In the Sabah Development Corridor (SDC), the Palm Oil Industrial Clusters (POICs), Marine Integrated Cluster, Keningau Integrated Livestock Cluster (KILC) and Sabah Agro-Industrial Precinct (SAIP) are some of the projects offering bioeconomy opportunities leveraging on biotechnology development and innovation. The Bio-Borneo 2013 in Kota Kinabalu will serve as an excellent platform to explore bioeconomy opportunities in Borneo, as well as providing an avenue for like-minded individuals and organizations to further share related knowledge, experience and opportunities in bioeconomy. As a result, the enhanced scheme will have a grant component subject to a maximum of one third of the facility while the balance remains as loan which will be subjected to the existing guidelines as announced earlier. Pursuant to our announcement made on 23rd February 2011, we are pleased to announce that the Biotechnology Commercialisation Fund (BCF), a new fund program under the Tenth Malaysia Plan (10MP), is now available.</p>
<p>For the purpose of submitting applications, applicants are advised to carefully read the Guidelines on Biotechnology Commercialisation Fund Loan Applications which can be downloaded by clicking on the link provided at the bottom of this page.</p>
